The use of icons depends on the type of link.

A link cannot contain just an icon. An icon must always be used in conjunction with textual data.

You can use icons for: external link, mail link, phone numbers, for “show more”, “discover” links, for “go back”, “previous” links.

By default, icons are placed after the text. The only exception is the "left arrow" icon which is placed before the text.
